Training Does Not Replace Background Requirements
A participant may enroll in professional-provider training before completing TrustLine or Live Scan. However, a Certificate of Completion does not replace either requirement and does not authorize paid services by itself.
Live Scan
California requires a professional provider to complete a Live Scan criminal background check before providing visitation services. Live Scan captures fingerprints electronically for submission to the appropriate government agencies; it is not the same as a name-only background search.
TrustLine
California also requires professional providers to be registered as TrustLine providers. TrustLine is administered through the California Department of Social Services and uses background screening for participating caregivers and professional visitation monitors.
A Practical Sequence
- Review the statutory eligibility restrictions before beginning.
- Complete the required professional-provider education.
- Follow current TrustLine application instructions for visitation monitors.
- Complete the required fingerprinting and background steps.
- Keep current proof of registration and any documentation required by an employer, agency, referral list, or court.
- Do not begin paid professional services until all applicable requirements are satisfied.
Agency and Independent Provider Considerations
Working through an agency does not eliminate individual professional-provider obligations. Agencies should verify the status of each employee, independent contractor, intern, or volunteer who falls within the professional-provider definition.
